I don´t think we have any possibility to do IP bans, and it would work only if he has static public IP which is rare.

IP bans are possible but they are not usually successful because IP addresses are most usually dynamic, i.e. not linked to one computer permanently. Although some IP addresses are "static" it is impossible to tell which are and which aren't. Therefore, if we issue an IP ban we stand a good chance of: - only temporarily banning the problem user - banning a whole group of future potential users who are not the problem user

I'm not sure what you exactly mean. In BPH logs, i always see unchanged ip adress with ppl who connect (unless they used different pc to connect). What i understand from "Dynamic ip" is the temp ip of internet connection or modem.

Yes, some people DO have static IP addresses. And some people have "sticky" IP addresses, i.e. the ISP tends to give them the same one but it's not guaranteed. And some people will appear to have the same IP address for several days as they have maintained a constant connection with their ISP during that time. But some people do not and many will change their IP address over the medium and longer term. In other words, it's not wholly reliable to ban someone by IP.
