In all my time as a limad, I can count the number of times that I have used a forced restart on one hand. It is a command that you should almost never have to use.
Instead of restarting the race, deal first with the cause of the problem. If it's a troublemaker, but you don't want to ban them outright, try kicking them just before the race starts. If it's beginner drivers that are having trouble completing laps, leave them to it - they'll vote to restart if they want to.
We don't see any reports from you, Goico, so it's hard to gauge whether your performance as a limad warrants promotion. At L2 you should be reporting hackers and any drivers that you feel deserve longer-term bans. I find it hard to believe that you haven't seen at least one during your time with us...
