I bought recently something like that: http://www.asrock.com/mb/Intel/Q1900-ITX/
It has 4 cores clocking 2GHz (2,5 in boost) 2 slots for ram, onboard mini-pcie (perfect for wi-fi adapter) and single pcie-2.0 for optional graphic card (although there's one built into cpu)
I run my regular desktop i7 at 65% cap, so that's roughly the same what that baby board does, and to be frank don't need any more power for day-to-day operations. If you'd put there more powerfull gpu that should offset any cpu deficiencies.
Now the punch line, I bought it as a NAS base, as it draws only 20W out of the wall socket (I measured it myself) and is completely silent. But in the (unfortunate event) of my pc death I have a backup option to fall back as well as fully functional NAS for every day operation.
