The content is almost perfect (that rally sequence @ 0:33 seems awfully quick... like at least 2x speed up) but the image quality is, I must say, truly awful.
If you delivering UHD video please don't make it look like a upscaled SD material (although I saw better upscales than this UHD clip)
There's terrible color leakage, pixelation and compression blur in it... All the greatest hits how not to deliver video.
Seeing it's already at ~20Mb/s bitrate I'd say it's codec to blame.
Please consider using x264 with at least two pass encoding. I don't know what software you're using but either create lossless version of this video first (big file warning!) and then compress it with x264 or set-up proxy file (frameserver) which will deliver uncompressed video to encoder.
If you're scared of commandline there's handbrake to ease the pain ;-)
