Yeah, I saw people timing out simultaneously so it's not someones connection but rather server itself. Be it CPU bound or network congestion.

Yes, all our servers were stopped from Rack Service control panel. I've restarted them and filed a complaint about it, it is not the first time this is happening and it is starting to be quite a hassle.
